Preemption Sales Tax-Local Todd Edwards
This legislation enacts the Broadband Strategy for All of Georgia Act. This legislation creates a sales tax exemption for broadband equipment in Tier One and Tier Two counties, as well as any county where at least 10 percent of the population does not have access to fixed broadband service.

This legislation provides guidelines on the use of eminent domain, siting, permitting and construction of petroleum pipelines in Georgia. New pipeline construction or an expansion requires a permit from the Georgia Environmental Protection Division (EPD). This bill also requires notice be placed in the county legal organ where the proposed new or expanded pipeline will be located and requires notice be provided to landowners whose property is located within 1,000 feet of the proposed new or expanded pipeline.

This bill amends the setoff debt collection procedure under OCGA 48-7-161 and applies it to any amounts owed as civil penalties for violating any provision of OCGA Chapter 40-6, the uniform rules of the road. It also amends that Code chapter and includes new criminal and civil penalties for unlawfully passing a school bus. Under this bill, passing a stopped school bus would be a criminal misdemeanor if the act is 1) observed by a law enforcement officer or 2) recorded in detail (including license plate number) by the school bus operator. Illegal passing of a school bus that is recorded on video equipment would be subject to civil penalties enforceable in magistrate court.
